The Philippine Consulate General in Toronto wishes to inform the public that a Consular Outreach Team will travel to WINNIPEG, MANITOBA to render consular services for the Filipino community on 20 to 22 July 2019 with the following schedule:
20 July 2019, Saturday, 8:00 am to 7:00 pm
21 July 2019, Sunday, 8:00 am to 7:00 pm
22 July 2019, Monday, 8:00 am to 7:00 pm
There will be no SSS and POLO representatives during the Consular Outreach.

Please be informed that the booking for appointments (for renewal of passports only) will start on 24 June 2019 at 5:00 p.m., Toronto time. For Notarial and other Services, there is no need to secure for an appointment.
The next consular outreach will be in August 2019.
- This is the ONLY way to book an appointment and is free of charge.

• Please ensure that your application for passport renewal can be accommodated during the outreach by setting an appointment on a “first come, first served basis.”
• Applicants are enjoined to be on time for their appointments. Those who arrive late may still be accommodated, only after those who were given appointments for that particular hour shall have been served or, at the end of the day when all those who arrived on time would have been served.
• To ensure efficient processing and to maximize consular services, applicants are requested to accomplish fully and well the application form for the renewal of their passports prior to their appointment and to make sure that they have all necessary documentary requirements (original and photocopy) (two copies of passport are required) on hand. REQUIREMENTS FOR E-PASSPORT APPLICATION IS AVAILABLE AT THE ABOVEMENTIONED WEBSITE LINK.
The biometric capture of data, photo, signature, and fingerprint/s of each applicant takes some time. We ask for your patience while waiting for your turn.
Due to the large number of applications for the ePassport, the applicant should allow three (3) months from the date of filing of the application for the release of the new passport. Please be reminded that the new ePassport cannot be issued unless the old passport is surrendered to the Consulate General for cancellation.
OTHER SERVICES OFFERED:
- Reports of Birth, Marriage, and Death – The consular team can only accept vital events (births, marriages, deaths) that occurred in Manitoba, and parts of Ontario west of Kingston.
- Consultation on Dual Citizenship/Administration of Oaths of Allegiance to the Republic of the Philippines – Applicants are encouraged to submit their application form and requirements to the Philippine Consulate in Toronto for review by mail before the dates of the consular outreach mission. Applicants will be informed of the schedule of oath-taking during the outreach. Fee is C$72.50 and for unmarried minor (below 18 years old) children of applicant, fee is C$36.25.
- Notarial Services (Affidavits, Powers of Attorney, other documents to be used in the Philippines – Applicant must personally appear to sign the document. An extra photocopy of the document to be notarized and of the ID presented must also be provided for the Consulate's record. (e.g. If one (1) copy is required, then two (2) identical copies must be presented, if two (2) copies are required, then three (3) identical copies must be presented. And so on). Authentication is C$36.25 per document.
- NBI Clearance - Personal appearance is needed for fingerprint capturing. Please bring a 2 x 2 colored photo with white background taken within the last six (6) months. Fee is C$36.25. Please send your duly-notarized NBI form to the Philippines through your representative.
- CERTIFICATION OF PHILIPPINE DRIVERS' LICENSE: You need to get a certificate of driving experience from the LTO in the Philippines to confirm validity of the drivers' license . You may ask a representative in the Philippines to facilitate this with LTO. Once your representative get hold of the certificate, this will be submitted to the Department of Foreign Affairs (DFA) Authentication Division for authentication. Please refer to DFA Authentication, for the procedure. Processing fee is C$36.25.

Filipino citizens are entitled to a Philippine passport. Filipino citizens who have acquired Canadian citizenship are eligible to apply for a Philippine passport only AFTER re-acquiring their Philippine citizenship under RA 9225.
CORE REQUIREMENTS
- Confirmed online appointment.
- Duly accomplished application form received through email after a succesful booking.
- Personal appearance. The applicant must come in proper attire with collar and sleeves. The applicant will be required to take off their eyeglasses, contact lenses and/or facial piercings and must be without heavy make-up, eyeliner and false eyelashes during photo, biometrics and data capture. Facial expression should be neutral with mouth closed. Ears should also be visible. Forehead must be clear. Bangs/hair fringes must not cover the forehead or touch the eyebrows.
- Latest Philippine passport with photocopy of the data page showing the applicant's photo and complete name and details(if available)
- Original and photocopy of one of the following proofs of Philippine citizenship, whichever is applicable:
- Applicant's valid Permanent Resident (PR) card;
- Status Verification from IRCC if PR card has expired for more than two years from date of passport application;
- Valid confirmation of Permanent Residency for newly-landed immigrant;
- Latest valid Canadian Tourist Visa or valid Work Permit or valid Student Permit
- Dual Citizenship Identification Certificate issued by the Philippine Foreign Service Post (i.e., Philippine Embassy or Consulate General) or the Bureau of Immigration (BI) for those who reacquired or retained their Philippine citizenship as specified in RA 9225;
- PSA-authenticated Birth Certificate/Report of Birth for an applicant who possesses dual citizenship from birth (i.e. one parent is a Filipino while the other parent is a citizen from which the applicant's other citizenship is derived; or have both Filipino parents but was born in a country which applies jus soli citizenship; etc.).
- Canada Post Express Post return envelope (Regional for Ontario province or National for other provinces)
*Aside from the above core requirements, the following requirements must be complied with in the following cases:
ADDITIONAL REQUIREMENTS
- If the female applicant's marriage has been dissolved and she wants to revert to her maiden surname:
- Due to death of spouse:
- Original and photocopy of PSA-issued Birth Certificate/Report of Birth.
- Original and photocopy of PSA-issued marriage certificate on security paper (if married in the Philippines) or original and photocopy of PSA-issued Report of Marriage on security paper (if married outside of the Philippines).
- Original and photocopy of PSA-issued death certificate of the deceased husband or Court Order for presumptive death.
- Due to annulment/divorce (those recognized under Philippine laws)
- Original and photocopy of PSA-issued birth certificate.
- Original and photocopy of the annotated PSA-issued MC or ROM stating that the marriage has been dissolved.
- If annotated MC or ROM from PSA is NOT YET available, a Certified True Copy of the Court Order dissolving the marriage and a certificate of Finality from the court duly recognized by a Philippine court.
- If the applicant is holding the following passports: 1) Old brown or green passports bearing no complete middle name; 2) Passport with incomplete Place of Birth (showing province only):
- Original and photocopy of PSA/NSO-issued Birth Certificate/Report of Birth.
- If the applicant is a Naturalized Filipino Citizen:
- Identification Certificate of Naturalization from the Bureau of Immigration.
- If the applicant is a Filipino citizen by Election:
- Affidavit of Election of Philippine Citizenship.
- Identification Certificate of Election from BI.
The Consular Officer reserves the right to require additional documents based on the documents submitted and special circumstances of the applicant.
PASSPORT FEE AND MODE OF PAYMENT
- Passport application fee is CAN$ 87.00;
- Applicants may pay the exact amount in cash or by money order/bank draft payable to the Philippine Consulate General.
- Applicants who apply for passport during a consular outreach may pay by: a) Money order (e.g., Postal Money Order) payable to the Philippine Consulate General; b) Bank draft payable to the Philippine Consulate General.
- Personal cheques are NOT ACCEPTED.
PASSPORT RELEASE
- The new passport shall be available in approximately 6 to 8 weeks after the date of application.
- A Canada Xpress Post return envelope (with tracking number) PER APPLICANT must be provided upon submission of passport application. The applicant may secure said prepaid envelope from Canada Post branches.
- The Consulate will NOT ASSUME RESPONSIBILITY for passports/documents that may be lost in the mail.
